DGFT Puts a Minimum Price Condition on Import of Clear Float Glass

The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, has issued Notification No. 29/2026-27, amending the import policy for Clear Float Glass (4mm–12mm) under Chapter 70 of ITC (HS) 2022, Schedule-I (Import Policy), in exercise of powers conferred by Section 3 and Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with Para 1.02 and 2.01 of the Foreign Trade Policy, 2023. 

The notification is issued with the approval of the Minister of Commerce & Industry.

What Has Changed

The import of this glass, earlier freely allowed, now comes with a price condition attached.

Items Covered:

  • HS Code 70051090 Non-wired glass with an absorbent, reflecting or non-reflecting layer (“Other”)
  • HS Code 70052990 Other non-wired glass (“Other: Other”)

Change in Policy:

  • Import policy for both HS codes changes from “Free” to “Restricted.”
  • However, import remains “Free” if the CIF (import) value is ₹34,000 or more per metric tonne, effectively a Minimum Import Price (MIP).
  • If the import price is below ₹34,000 per MT, the shipment falls under the restricted category and would need appropriate authorisation.

Relief for Certain Importers:

  • The MIP condition does not apply to imports made by Advance Authorisation holders, Export Oriented Units (EOUs), and units in Special Economic Zones (SEZs) provided the imported glass is not sold into the Domestic Tariff Area (DTA).
  • In simple terms, if these entities are importing the glass vrisig for their own manufacturing and not reselling it in the domestic market, they’re exempt from the price condition.

Duration:

  • This MIP condition will stay in force for one year from the date this notification is published.

Conclusion

This notification sets a price floor of ₹34,000 per MT on imports of Clear Float Glass, aimed at checking underpriced imports that could undercut domestic glass manufacturers, while carving out an exception for AA holders, EOUs, and SEZ units who use the glass strictly for export-linked manufacturing. The condition will apply for one year from the notification date.
